About this course

The NEBOSH National Certificate in Protecting Enhanced Duty Premises and Events from Terrorism is the specialist qualification for people managing publicly accessible premises and qualifying events that fall inside the enhanced tier of the Terrorism (Protection of Premises) Act 2025, better known as Martyn’s Law. That means anywhere it is reasonable to expect 800 or more people to be present at the same time.

Enhanced duty is not a separate scheme. It builds on the standard tier and adds to it. On top of notifying the SIA and having public protection procedures, enhanced tier duty holders must have public protection measures in place so far as is reasonably practicable, document their compliance and provide that document to the SIA, and, where the responsible person is an organisation, designate a senior individual accountable for compliance.

NEBOSH aim this at health and safety professionals and other workers managing enhanced duty premises and events, not at experienced operational security specialists. That framing is the point of it: it bridges health and safety thinking, risk assessment and reasonable practicability across into terrorism preparedness, using skills most candidates already have.

The financial exposure is the reason boards pay attention. Section 18 of the Act sets the maximum penalty for a standard tier contravention at £10,000. At enhanced tier it is the greater of £18 million or 5 per cent of qualifying worldwide revenue, with daily penalties for continuing non-compliance.

The Act received Royal Assent on 3 April 2025 with an implementation period of at least 24 months before the substantive requirements bite, so the sensible time to get people trained and a compliance document drafted is now rather than in the last quarter before commencement.

Standard or enhanced

Which tier are your premises actually in?

The test is how many people it is reasonable to expect on the premises or at the event at the same time. Between 200 and 799 puts you in the standard tier. Eight hundred or more puts you in the enhanced tier, whether that is a fixed premises or a qualifying event.

The two courses match the two tiers. Standard duty is one day and covers public protection procedures. Enhanced duty is three days and adds public protection measures, the compliance document and the designated senior individual role, because those obligations only exist at the enhanced tier.

Take the course that matches your actual duty tier. Organisations with a mixed estate sometimes need both, and if you are genuinely on the boundary, send us your capacity figures and we will work through it with you.

Online multiple format assessment

Sixty minutes, thirty questions, closed book. The format blends multiple choice, multiple response, ranking, categorising and fill in the blanks, and includes eight mini scenario questions.

The mini scenarios are what the qualification is really testing: whether you can apply the duties to a situation rather than repeat them back.

A specialist NEBOSH qualification for people managing premises or events in the enhanced tier of Martyn’s Law. It covers the legal framework, threat and vulnerability assessment, public protection procedures and measures, compliance documentation, business continuity and security culture.

Publicly accessible premises and qualifying events where it is reasonable to expect 800 or more individuals to be present at the same time, from time to time. Below that, between 200 and 799, you are in the standard tier instead.

On top of the standard tier procedures and SIA notification: public protection measures so far as is reasonably practicable, covering monitoring, movement, physical safety and security, and security of information; a compliance document recording the procedures and measures and how they reduce vulnerability and the risk of harm, provided to the SIA; and, where the responsible person is an organisation, a designated senior individual accountable for compliance.

Section 18 of the Act sets the maximum penalty for a standard tier contravention at £10,000. At enhanced tier it is the greater of £18 million or 5 per cent of qualifying worldwide revenue for the most recent complete accounting period, with daily penalties for continuing non-compliance. That gap is why enhanced tier duty holders take the compliance document seriously.

The Terrorism (Protection of Premises) Act 2025 received Royal Assent on 3 April 2025, with an implementation period of at least 24 months before the substantive requirements take effect. Guidance was published in advance so organisations can prepare, and the statutory guidance is still developing, so it is worth keeping under review rather than treating as settled.

A single online multiple format assessment of around sixty minutes: thirty questions, closed book, including eight mini scenario questions, with a pass mark of sixty per cent. There is no separate practical workplace assessment.

Where the responsible person for enhanced duty premises or a qualifying event is an organisation rather than an individual, the Act requires a senior individual involved in the management or control of that organisation to be designated as accountable for compliance. The course covers what that role involves and how to support somebody holding it.

The Risk Assessment Award covers general workplace risk assessment methodology and does not address terrorism preparedness. This course applies familiar risk assessment principles to the specific obligations of enhanced duty premises, including the compliance document, which the Award does not touch. A fair number of organisations take both.

Yes, anywhere in the UK. For enhanced duty it is usually the better option, because it lets your designated senior individual and the relevant staff work through examples drawn from your own premises or event rather than a generic scenario.

It carries no formal expiry date. Martyn’s Law guidance is still developing as the Act moves toward commencement though, and the compliance document itself has to be kept under review, so this is an area to revisit rather than tick off once.
