NEBOSH National Certificate in Protecting Enhanced Duty Premises and Events from Terrorism

A specialist NEBOSH qualification for people managing premises or events in the enhanced tier of Martyn’s Law. It covers the legal framework, threat and vulnerability assessment, public protection procedures and measures, compliance documentation, business continuity and security culture.

Publicly accessible premises and qualifying events where it is reasonable to expect 800 or more individuals to be present at the same time, from time to time. Below that, between 200 and 799, you are in the standard tier instead.

On top of the standard tier procedures and SIA notification: public protection measures so far as is reasonably practicable, covering monitoring, movement, physical safety and security, and security of information; a compliance document recording the procedures and measures and how they reduce vulnerability and the risk of harm, provided to the SIA; and, where the responsible person is an organisation, a designated senior individual accountable for compliance.

Section 18 of the Act sets the maximum penalty for a standard tier contravention at £10,000. At enhanced tier it is the greater of £18 million or 5 per cent of qualifying worldwide revenue for the most recent complete accounting period, with daily penalties for continuing non-compliance. That gap is why enhanced tier duty holders take the compliance document seriously.

The Terrorism (Protection of Premises) Act 2025 received Royal Assent on 3 April 2025, with an implementation period of at least 24 months before the substantive requirements take effect. Guidance was published in advance so organisations can prepare, and the statutory guidance is still developing, so it is worth keeping under review rather than treating as settled.

A single online multiple format assessment of around sixty minutes: thirty questions, closed book, including eight mini scenario questions, with a pass mark of sixty per cent. There is no separate practical workplace assessment.

Where the responsible person for enhanced duty premises or a qualifying event is an organisation rather than an individual, the Act requires a senior individual involved in the management or control of that organisation to be designated as accountable for compliance. The course covers what that role involves and how to support somebody holding it.

The Risk Assessment Award covers general workplace risk assessment methodology and does not address terrorism preparedness. This course applies familiar risk assessment principles to the specific obligations of enhanced duty premises, including the compliance document, which the Award does not touch. A fair number of organisations take both.

Yes, anywhere in the UK. For enhanced duty it is usually the better option, because it lets your designated senior individual and the relevant staff work through examples drawn from your own premises or event rather than a generic scenario.

It carries no formal expiry date. Martyn’s Law guidance is still developing as the Act moves toward commencement though, and the compliance document itself has to be kept under review, so this is an area to revisit rather than tick off once.
