Level 6 NVQ: Site Management or Contracting Operations Management?

If you run a site day to day, the NVQ Level 6 in Construction Site Management is usually the right fit. If your work is mainly off the tools and off the site, such as estimating, buying, planning, surveying or managing contracts, the Level 6 NVQ Diploma in Construction Contracting Operations Management will suit you better. Both are workplace-assessed qualifications, and both are recognised routes to the CSCS Black Manager card.

We get asked this a lot, so here is how the two compare, what each one covers, and how to pick the one that matches the job you actually do.

NVQ Level 6 construction site management: who it suits

GQA describes the GQA Level 6 NVQ Diploma in Construction Site Management (qualification number 610/1272/5) as aimed at “those who have responsibility for managing Construction sites including the planning and controlling all aspects of specific works on site.”

In plain terms, that is the site manager, project manager or senior site-based lead who is on site most days, running the programme, managing subcontractors, keeping on top of health and safety and making the decisions. GQA says it is for people who are fully trained and experienced, and who are actively involved in decision-making.

GQA offers it through four pathways, so you can match it to the type of site you manage:

  • Building and Civil Engineering
  • Highways Maintenance and Repair
  • Residential Development
  • Retrofit

Every pathway shares a common core of mandatory units. These cover areas such as managing health, safety, welfare and wellbeing systems, planning the preparation of the site, allocating work and monitoring performance, and monitoring project activities. You then add optional units that fit your pathway.

NVQ Level 6 construction contracting operations management: who it suits

The GQA Level 6 NVQ Diploma in Construction Contracting Operations Management (qualification number 610/3746/1) is built for the management side of contracting that happens around the site rather than on it. Think estimators, buyers, planners, commercial and contracts managers, and others who manage tenders, procurement, programmes and costs.

GQA’s current version does not split into named pathways. Instead, everyone completes five mandatory units:

  • Maintaining construction health, safety and welfare systems
  • Managing the performance of teams and individuals
  • Leading meetings and taking decisions
  • Developing and maintaining working relationships
  • Managing your own personal development

You then pick at least four optional units from a list of fourteen. This is where you shape it around your role. The options include obtaining tenders and appointing contractors, evaluating enquiries and submitting tenders, developing a procurement plan, developing a programme of works, controlling contract work, optimising contract progress and controlling costs, and preparing interim valuations and final accounts. There are also options on surveys, property condition and project design coordination.

So an estimator would lean towards the tendering units, a buyer towards procurement and supply chain, a planner towards programmes of work, and a contracts or commercial manager towards cost control and valuations.

How both qualifications are assessed

Neither of these is a classroom qualification. There are no lessons to sit through and no exam paper. GQA states the assessment method for both is a portfolio of evidence, and that the units must be assessed in a real work environment. Workplace evidence cannot be simulated.

In practice, your assessor gathers evidence of what you already do at work. GQA’s guidance lists observation of your performance, professional discussions about your work, witness testimonies, and documents such as work diaries and meeting records. Your assessor will guide you on what counts, as GQA notes that downloaded or photocopied documents on their own are not normally enough.

How long it takes is candidate led. It depends on how quickly you can pull your evidence together and how much of the work you already cover in your role.

Level 6 NVQ and the black CSCS card

This is often the reason people are looking in the first place. CSCS says that to apply for the Black Manager card you need a Construction Management or Technical related NVQ or SVQ at Level 4, 5, 6 or 7. Both of these Level 6 qualifications fall into that group, and CSCS’s own occupation guidance for the Black card lists both, for roles ranging from building, residential and highways site managers through to construction buyers, estimators and planners.

You also need to pass the CITB Managers and Professionals Health, Safety and Environment test, and CSCS says this must be passed within the two years before you apply. If you have not done it yet, you can book your HS&E test with us at our Stoke-on-Trent test centre. CSCS states the Black Manager card is valid for five years.

Pick the qualification that describes your working week, because that is where your evidence will come from. A quick way to decide:

If you split your time, ask yourself which one you could evidence most fully right now. A site manager trying to evidence tendering units, or an estimator trying to evidence site setup, will find it slow going. Have a chat with us and we will talk it through before you register.

Many site managers also complete the CITB Site Management Safety Training Scheme (SMSTS). That is a training course, not an NVQ, and it does not replace the qualification for your Black card, but it sits well alongside it.

Frequently asked questions

Does a Level 6 NVQ get you a black CSCS card?

Yes, a Construction Management or Technical related NVQ at Level 6 meets the qualification requirement. You also need to have passed the CITB Managers and Professionals HS&E test within the previous two years.

Do I have to attend a classroom?

No. Both qualifications are assessed from a portfolio of evidence built from your real work, through things like observation, professional discussion and witness testimony.

How long does a Level 6 NVQ take?

It is candidate led. The pace depends on your role, the evidence you already produce at work and how much time you can give it.

Which is harder, site management or contracting operations?

Neither is easier in any useful sense. GQA sets the site management qualification at 221 credits and the contracting operations qualification at a minimum of 115 credits, but the right one is always the one that matches the job you do, because that is where your evidence comes from.
