NEBOSH National Certificate in Protecting Standard Duty Premises from Terrorism

It is the common name for the Terrorism (Protection of Premises) Act 2025, which requires those responsible for certain publicly accessible premises and events to take steps to reduce the risk of harm from terrorism. It splits duty holders into a standard tier, 200 to 799 people, and an enhanced tier, 800 or more.

Publicly accessible premises where it is reasonable to expect between 200 and 799 individuals to be present at the same time, from time to time. That takes in a great many shops, bars, restaurants, places of worship, halls, leisure centres and visitor attractions.

Notify the SIA, and have appropriate public protection procedures in place: the actions staff would take if an act of terrorism were suspected or was occurring. The statutory guidance groups these as evacuation, invacuation, lockdown and communication.

Keeping people inside, or moving them to a safer part of the building, rather than putting them out onto the street. It is the procedure most organisations have never written, because fire planning trains everybody to go outward and a terrorist incident can make outward the wrong direction.

A 30 minute closed book online assessment of 20 scenario based questions, with a pass mark of 60 per cent. NEBOSH releases it on set dates each month within a 24 hour window. Registration closes 10 working days before the assessment date, and results are issued within 15 working days. There is no practical workplace unit, so you do not need access to particular premises.

Royal Assent was 3 April 2025, with an implementation period of at least 24 months before the substantive requirements take effect. Statutory guidance was published in advance so organisations can prepare, and it is still developing, so it is worth keeping under review.
