About this course
The NPORS N217 Road Sweeper category covers the machines that clean carriageways, footways, site roads, haul routes, car parks and industrial yards: truck mounted suction sweepers, compact ride on machines and mechanical broom types. In construction the sweeper is often the vehicle keeping mud and stone off the public road at a site exit, which makes it part of the site's legal obligations rather than just its housekeeping.
The operating skill is more than driving slowly with the brushes down. Brush pressure and wear, channel brush angle, sweeping to a kerb line and into a gully, working around parked vehicles and ironwork, wet and dry sweeping, and knowing when the machine is spreading material rather than picking it up. Water systems matter twice over, once because they stop the machine raising dust and once because running brushes dry wears them out in a shift. Suction sweepers have their own controls and their own blockages.
The safety content sits in two places. First, the machine works slowly in live traffic and alongside pedestrians, which makes conspicuity, beacons, signage, lane discipline, the traffic management around the machine and the operator's own exit from the cab into a live road all part of the job. Second, tipping the hopper: a loaded hopper raised high is a stability and overhead clearance problem in exactly the same way a tipper body is, and it is done at a depot or transfer point where people and other vehicles are moving.

Who should attend?
Highways maintenance contractors and local authority direct labour, construction and civils sites keeping site roads and exits clean, demolition and earthworks contractors, quarries and aggregate sites, industrial estates and facilities teams, car park and retail estate operators, and plant and sweeper hire companies. Anyone whose site exits onto a public road and has to keep it clean. If your work is planing the road surface rather than sweeping it, the N216 Road Planer is a separate category.
Entry requirements. You should be at least eighteen, fit enough to climb on and off a vehicle repeatedly and to clear blockages, and able to follow spoken and written English well enough for the theory test, though we can arrange an interpreter or a reader on request. A driving licence for the vehicle class is a matter for whoever drives on the public road rather than a requirement of the NPORS category itself, which is about operating the sweeping equipment. Where the work is on or beside the public highway, the employer will also need the right street works training and traffic management in place, which sits alongside this card rather than inside it. For the version of the card that carries the CSCS logo you need a CITB Health, Safety and Environment test pass at Operatives level taken within the last two years, which we book for you.

What you will cover
Classroom on the machine, sweeping technique, dust and the duties, then the rest of the time on the sweeper working kerb lines and gullies and discharging the hopper, with theory and practical testing at the end.

Method of assessment
How the N217 road sweeper test works
NPORS assess the category by theory test and practical test. Training and assessment run together, and the practical is carried out on the type of sweeper your operators actually run.
1. Enquiry and group
Tell us how many operators, where, what sweepers you run and what you sweep. Three sit the novice course with one instructor and one machine, six can sit the experienced worker test. We quote per group, because the length follows who is on the course.
2. Pre course check
We work out who is a genuine novice, who is an experienced worker and who is due a refresher, check whether the CITB Health, Safety and Environment test is in date for the CSCS logo version of the card, and take the details NPORS need to register.
3. Training
Classroom on the machine, sweeping and the duties, then the rest of the time on the sweeper. Where we are on your site we use your kerb lines, your haul roads and your own tipping point.
4. Theory test
The NPORS theory test, open questions and multiple choice, covering legislation, machine components, sweeping technique, dust control, working in traffic and discharging the hopper.
5. Practical test
You carry out pre use checks, set the brushes, sweep a kerb line and a defined area, manoeuvre in restricted space and discharge the hopper, assessed against the NPORS test specification.
6. Registration and card
We register the pass with NPORS and apply for your card. With a valid CITB Health, Safety and Environment test it carries the CSCS logo, as a Red Trained Operator card or a Blue Competent Operator card if you hold the relevant NVQ.
After the course
The sweeper is usually covering for something else
Most sweepers on a construction site are there because mud is getting onto the public road, and a sweeper working full time at a site exit is normally a sign that the wheel wash, the haul road surface or the exit layout is not doing its job. The training makes the operator better at the task, but the thing that reduces the work is fixing what is putting the material on the road in the first place. It is worth looking at both at the same time.
The other point that comes out of a sweeper course is the traffic management. An operator working at walking pace in a live carriageway is relying entirely on the signage, the lane closure and the conspicuity of the machine, none of which they control. Where your sweepers work on or beside the highway, the street works and traffic management side of the operation deserves at least as much attention as the operator card.

N217 Road Sweeper FAQs
Road sweepers, which in practice means truck mounted suction sweepers, compact ride on machines and mechanical broom types. The practical is run on the sweeper you actually operate, so tell us at enquiry what is in your fleet and whether the work is highway, site roads, haul routes or yards.
Five days is the novice duration NPORS publish for this category. In practice very few candidates are complete novices, so most operators take the shorter experienced worker test route instead. We work out at enquiry who genuinely needs the full course and quote the real length rather than the headline one.
Three on the novice course, with one instructor and one machine, which is the NPORS maximum ratio of 3:1:1. On the experienced worker test NPORS allow six in a session, which is usually the efficient route for a depot with operators already sweeping.
Not for the NPORS category itself, which is about operating the sweeping equipment rather than driving on the public road. In practice most truck mounted sweeper operators drive the vehicle too, and the licence for that is a separate matter. Operators of compact ride on sweepers used only on site do not need a road licence at all.
It covers the operator's side of it: conspicuity, beacons and signage, lane discipline, keeping to the traffic management that is in place and getting in and out of the cab safely. It does not replace street works training or the design of a traffic management layout, which sit alongside the operator card. Because highway and construction detritus contains silica, and sweeping it dry throws it into the air where the operator and everyone nearby breathes it. The water system on a sweeper is a health control, not an optional extra, and running brushes dry wears them out expensively as well. The course treats it as both a health and a cost issue.
The NPORS N217 category. Without a relevant NVQ that is a Red Trained Operator card, valid two years. With the relevant NVQ it is a Blue Competent Operator card, valid five years. Either carries the CSCS logo only while you hold a CITB Health, Safety and Environment test pass taken within the last two years. A traditional NPORS card without the logo suits municipal and industrial work outside construction.
Yes, and it is the better option. Operators train on your machines and the surfaces they actually clean, and the practical can use your own tipping point. There are no scheduled dates: we run it when you can release a machine and the people.
NPORS courses are priced per course, not per person. What you are paying for is the instructor, the registered tester and the machine time, so the figure turns on four things: the category, which route your operators need (novice, experienced, conversion or refresher), how many people are coming, and whether we run it on your site or at one of ours. It is also why a squad works out considerably cheaper per head than sending operators out one at a time.
