About this course

The NPORS N403 Vehicle Marshal category, also known on site as the traffic marshal or vehicle banksman, is the category for the person who directs vehicles and plant safely around a workplace. It covers the deliveries arriving at the gate, the tipper reversing to the muckaway, the concrete wagon backing to the pour and the plant moving between compound and face.

The day starts with why the role exists. Site transport is one of the most common causes of serious injury on UK sites, and reversing is the largest single part of that. From there it covers the marshal's own responsibilities and limits, segregation of vehicles and pedestrians, one way systems and turning areas, exclusion zones, high visibility clothing and where to stand so the driver can always see you and the vehicle can never reach you.

The practical is the part that counts. You agree the signals with the driver first, then guide vehicles forward and back, through restricted space and around obstructions, holding eye contact through the mirror and stopping the moment you lose it. It is tested on the vehicles and the routes you work with, and NPORS allow three candidates with one instructor and one vehicle on the novice course, six on the experienced worker test.

Who should attend?

Labourers, gatemen, groundworkers, plant operators, delivery drivers, yard staff, storemen and anyone whose job puts them in front of a reversing vehicle. It is a common first card for people new to site, and it is also the card an experienced hand needs when a contractor starts asking for one. Warehouses, depots, quarries, waste transfer stations and manufacturing sites use it as much as construction sites do.

Entry requirements. You should be at least eighteen, fit enough to be outside and on your feet for the day, and able to follow spoken and written English well enough for the theory test and for agreeing signals with a driver, though interpreters can be arranged on request. There is no prior card requirement and no prior experience is needed for the novice route. For the version of the card that carries the CSCS logo you need a CITB Health, Safety and Environment test pass taken within the last two years, which we book for you. Bring your date of birth and National Insurance number for the NPORS registration.

Method of assessment

How the N403 vehicle marshal test works

NPORS assess the category by theory test and practical test. Training and assessment run together through the day, with the practical taking place on the routes and vehicles you work with.

1. Enquiry and group

Tell us how many people, where and what vehicles they marshal. Three sit the novice course with one instructor and one vehicle; six can sit the experienced worker test. We quote per group.

2. Pre course check

We work out who is a novice, who is an experienced worker and who needs a refresher, check whether the CITB Health, Safety and Environment test is in date for the CSCS logo version of the card, and take the details NPORS need.

3. Training

A short classroom session on the law, the blind spots and the signals, then outside for most of the day working with real vehicles.

4. Theory test

The NPORS theory test covering responsibilities, hazards, signals, exclusion zones and safe positioning.

5. Practical test

You check the route, brief the driver, set the exclusion zone and guide the vehicle forward and back, including into restricted space, assessed against the NPORS test specification.

We register the pass with NPORS and apply for your card. With a valid CITB Health, Safety and Environment test it carries the CSCS logo, as a Red Trained Operator card or a Blue Competent Operator card if you hold the relevant NVQ.

After the course

Fitting the marshal into the traffic plan

A card on its own does not make the site safe. What makes it safe is a traffic management plan that keeps vehicles and people apart, enough trained marshals to cover the gate and the tipping areas at the same time, and a clear rule that the vehicle stops the second the marshal disappears from the mirror. We will talk through how many marshals your site actually needs when we quote, because one card for a site running thirty deliveries a day is not a plan.

Where cranes are working as well as vehicles, the two have to be kept apart, and that is usually where the wider lifting team comes in. The N401 Appointed Person plans the lift, the N405 Crane Lift Supervisor runs it on the day, and the N402 Slinger Signaller handles the load. We can put a whole crew through in one visit. On the card itself, the CSCS logo version needs a CITB Health, Safety and Environment test pass taken within the last two years, and we book that for you.

N403 Vehicle Marshal FAQs

On most sites the words are used for the same job, and the NPORS category that covers it is N403 Vehicle Marshal. If the movement you are directing is plant rather than road vehicles, look at the N133 Plant and Machinery Marshal instead, and if you are attaching loads to a crane hook you want the N402 Slinger Signaller.

One day, whichever route you take. The novice course teaches and tests inside the day, the experienced worker route is test focused, and the refresher covers updates then the tests. The difference is how much teaching there is, not how long you are with us.

NPORS allow three candidates with one instructor and one vehicle on the novice course and the refresher. The experienced worker test allows six, which is why a crew already doing the job is often best put through that way.

Not for the novice route. It is a common first card for people new to site. If you already marshal vehicles day to day, the experienced worker route is the shorter, test focused option.

The NPORS N403 category. Without an NVQ that is a Red Trained Operator card; with the relevant NVQ it is a Blue Competent Operator card. Either carries the CSCS logo only while you hold a CITB Health, Safety and Environment test pass taken within the last two years. A traditional NPORS card without the logo suits warehouses, depots and other work outside construction.

Yes, and it is usually better. The practical then happens on your gate, your yard and your loading bays, with your own vehicles, which is where your marshals will be working. There is no timetable to fit around: we run it when it suits you.

As many as it takes to cover every point where vehicles and people meet at the same time, which is a question about your traffic management plan rather than about the course. Tell us how the site works when you enquire and we will be straight about the number.

Yes. The refresher is a single day and covers updates then the theory and practical tests. Book it before the card runs out, because an expired card usually means starting again on the novice route.

What you are paying for is the instructor, the registered tester and the machine time, so the figure turns on four things: the category, which route your operators need (novice, experienced, conversion or refresher), how many people are coming, and whether we run it on your site or at one of ours. It is also why a squad works out considerably cheaper per head than sending operators out one at a time. Then ask us and you will get a figure for that exact group rather than a list price with conditions attached.

We run NPORS courses across the UK rather than out of one fixed centre, and for most categories the better answer is that we come to you: your operators are assessed on the machine they will be using anyway, nobody loses a day travelling, and for a group it costs less.
