About this qualification
The Level 2 NVQ Certificate in Plant Operations (Construction) is the qualification an experienced plant operator holds to prove competence on the machines they already run. It is not taught. It records, against the national occupational standards, the work you already do: working to the site's health, safety and welfare arrangements, working productively to the programme, and preparing and operating your machine safely and to standard. It is aimed at operators who deal with a range of tasks and situations and need minimum supervision to do it.
It is awarded by GQA Qualifications under qualification number 601/0453/3. Two units are mandatory for everyone. You then take one of eight pathways: cranes and specialist lifting plant, forklift trucks, extracting plant, transporting loads plant, accessing plant, compacting plant, movement guide, or processing plant. Between them they cover compact, tower, overhead and excavator cranes, lorry loaders, skip and container handlers, hoists, telescopic handlers, rough terrain masted, industrial, side loader and reach trucks, ergonomic manipulating machines, wheeled loading shovels, skid steer loaders, loader compressors, forward tipping dumpers, rear tipping dump trucks, tractors, concrete pumps and placing booms, volumetric trucks, bowsers, scissor, boom and mast climber MEWPs, ride on rollers, soil and landfill compactors, vehicle marshalling, crushers, screeners and batching plant.
This is the one of the two plant qualifications that reaches lift trucks and MEWPs. The Level 2 Diploma is heavy earthmoving only and contains no lift truck unit and no MEWP unit at all, so which of the two you need is decided by the machine categories on your NPORS record rather than by which sounds bigger. Assessment is a portfolio of evidence from your own shifts, an observation of you operating and a professional discussion with your assessor. There is no fixed duration and no cohort. Who is it for?
Plant operators who run lift trucks, telehandlers, MEWPs, dumpers, dump trucks, rollers, loading shovels, cranes, hoists, concrete pumps or processing plant unsupervised on site, and hold no formal qualification behind the machine. In particular, operators on an NPORS Red Trained Operator card who now have to achieve the qualification before the card runs out, operators already on their twelve month extension, and operators with years on the machines who have never been put through it.
Entry requirements. There are no formal entry requirements and you do not need a qualification first. What you do need is live plant work to evidence from, because every unit is assessed on real jobs: the pre use checks, the machine set up, the loads moved, the tickets, your site manager's word. The units you take have to match the machine categories on your NPORS record, because that is what NPORS check the credits against when the card application goes in. If your week is a 360 excavator, a dozer, a grader, a scraper or a paver, the Level 2 Diploma is the honest fit instead. The initial assessment below confirms this before you commit to anything.

What you evidence
The units behind the qualification
Two units are mandatory, worth 5 credits. You then take one pathway and enough units from it to cover the machines you operate and to meet that pathway's own minimum. 29 credits, 29 guided learning hours, 160 hours total qualification time, as published by GQA. How many units you end up with depends on the machine categories on your NPORS record, so your assessor confirms the exact combination on registration. Nothing is taught: each unit is evidenced from your own work.

Method of assessment
Assessment journey
Competence based, which means no exam and no written test. You build a portfolio of evidence from the shifts you already work, your assessor watches you operate and you talk the knowledge through in a professional discussion. Every unit is assessed in a work environment, and workplace evidence of skills cannot be simulated. The online check above is your initial assessment; there is no separate skills scan.

They tell us which pathway matches the machine categories on your NPORS record, which units your shifts already evidence, whether you have enough live work to evidence them, and whether your machines are actually on the Level 2 Diploma instead.
2. Register with GQA
Once the qualification opens we register you with GQA under qualification number 601/0453/3, against the units that match the machines on your card. Getting that right at registration matters, because NPORS check the unit credits against your machine categories when the card application goes in.
3. Evidence from your own shifts
Pre use and daily check records, defect reports and what happened next, job tickets, delivery and weighbridge tickets, lift plans and permits to work, exclusion zone and segregation arrangements, thorough examination reports for lifting equipment, load charts and duty charts you worked to, refuelling and battery charging records, RAMS you were briefed on, witness testimony from the site manager. Your assessor tells you exactly what each unit needs.
4. Workplace observation
Your assessor comes to the job and watches you operate: the pre use checks, positioning and setting the machine up, taking and placing a load, working to a signaller, shutting down and securing the machine, and records what they see against the standard.
5. Professional discussion
A recorded conversation about why you operate the way you do. It covers the knowledge a photograph cannot show: reading the duty chart and working out whether the lift is on, ground conditions and bearing pressure, what you do when the load is not what the ticket says, segregating plant from people, and when you stop.
6. Certificate, then the card
Internal quality assurance, then GQA issue the certificate. The card that follows comes from NPORS, not from CSCS direct. With the certificate and a health and safety test pass from the last two years, we help you apply to NPORS for the Blue Competent Operator card against your machine categories.
After the qualification
Getting the Blue Competent Operator card, not just the certificate
The card for a plant operator comes from NPORS. NPORS issue it in line with the Construction Leadership Council's requirements and it carries the CSCS logo, so it is read on site like any other card, but the application goes to NPORS and it is their Blue Competent Operator card, valid five years. To get it you need the requisite NVQ or SVQ with the unit credits applicable to the categories of plant, and a pass in the NPORS or CITB health, safety and environment touch screen test within the two years before you apply. The Blue card comes with a CPD record and operator logbook, which NPORS keep as an ongoing record of your development and your operating hours in the workplace. Acadame is a CITB approved training organisation, which is an endorsement of how we deliver and assess. GQA award the qualification and NPORS issue the card.
If you are on a Red Trained Operator card, the clock matters. The Red card runs two years from the date of application and can be extended once by twelve months if you have not yet achieved the qualification. NPORS are explicit that the holder will be required to register for and achieve the required qualification with the unit credits applicable to the categories of plant stated on their Trained Operator card. If that extension runs out and the qualification is not done, you cannot apply for another Red card. You have to achieve the qualification first, be skills tested by an NPORS accredited training provider on the relevant machine types, and then apply for the Blue Competent Operator card. That is why the units have to match the machines on your record, and why it is worth starting before the extension rather than during it.

Level 2 NVQ Plant Operations Certificate FAQs
It is decided by the machines, not by the name. The Certificate covers lift trucks, telehandlers, MEWPs, dumpers, dump trucks, rollers, loading shovels, skid steers, cranes, hoists, lorry loaders, concrete pumps, bowsers, tractors, vehicle marshalling and processing plant. The Level 2 Diploma is heavy earthmoving only: draglines, 180 and 360 excavators, tracked loading shovels, scrapers, trenchers, suction and vacuum excavators, dozers, graders, truck mounted boom concrete pumps, soil stabilisers and concrete and asphalt pavers. There is no lift truck unit and no MEWP unit anywhere in the Diploma. The initial assessment on this page works out which your record needs.

The evidence has to be generated in the workplace, so it cannot be done in a training centre.

Some units need a particular operation to come up, a specific lift or a particular load, so your assessor plans those around what is on next.

Within one pathway, yes, and that is normally the sensible thing to do, because each machine type is its own unit with its own credits and NPORS issue the card against the categories you can evidence. Across two different pathways it is a conversation, and if some of your machines are on the Level 2 Diploma instead then it is two registrations rather than one.
