An NVQ Level 3 sits at the same level as an A level on the government’s qualification framework. In construction it shows you can lead the work, not just do it, and it is the route to a gold CSCS card.
Where Level 3 sits
England, Wales and Northern Ireland use one framework for qualification levels. GOV.UK gives these examples:
| Level | Example at the same level |
|---|---|
| Level 2 | GCSE grades 9 to 4 |
| Level 3 | A level |
| Level 4 | Higher National Certificate (HNC) |
| Level 5 | Higher National Diploma (HND), foundation degree |
| Level 6 | Degree with honours |
| Level 7 | Master’s degree |
“Equivalent” means the same level of difficulty, not the same content. An NVQ proves you can do a job to a national standard; an A level tests what you know in a subject.
What Level 3 means on a construction site
- In a trade, Level 3 is for the person who sets out and leads the job and does the bespoke work, for example the Level 3 NVQ in Wood Occupations for carpenters and joiners. It leads to the gold Advanced Craft card.
- In supervision, the Level 3 NVQ in Occupational Work Supervision is for the working foreman, charge hand or gang leader. It leads to the gold Supervisor card.
- Level 2 is for working unsupervised to a commercial standard on routine work, and leads to the blue Skilled Worker card.
Not sure which level fits you? Our NVQ Level 2 or Level 3 guide compares the two.
How it is assessed
A construction NVQ is not taught. It records the work you already do: photographs, job sheets, witness statements from your site manager, an observation and a professional discussion with your assessor, much of it by phone and video call. There is no college and no exam, and no fixed duration: the faster your jobs produce the evidence, the sooner you finish.
Do you need Level 2 first?
No. For our Level 3 trade NVQs there are no formal entry requirements and you do not need the Level 2 first. What you need is live work at Level 3 to evidence from. If someone else sets out and leads the job, the Level 2 is the honest fit.
The card at the end
A gold card also needs a CITB Health, Safety and Environment test pass. We run our own test centre in Stoke-on-Trent, so the qualification and the HS&E test can be arranged in one place. On the GQA routes a temporary CSCS card is issued when you register, so you can keep working while you complete. Every Level 3 NVQ page has a two-minute initial assessment if you want to check your route.
Frequently asked questions
Is NVQ Level 3 equivalent to an A level?
Yes, it sits at the same level on the framework, although the content is very different.
Which CSCS card does an NVQ Level 3 get me?
A trade Level 3 leads to the gold Advanced Craft card; Level 3 Occupational Work Supervision leads to the gold Supervisor card.
Do I need to go to college?
No. You are assessed on your own jobs, mostly by phone, photographs and video call.
Does an NVQ Level 3 expire?
No. The qualification does not expire, although the CSCS card it supports must be renewed.

A few questions that tell you the level, the pathway and how much evidence you already have.
Nothing is taught. An NVQ is evidenced from the work you are already doing.
