The Level 7 Diploma in Strategic Health & Safety Leadership and Management (RQF) is designed for candidates who lead or influence health and safety strategy and performance within their organisation. It is suited to managers seeking to strengthen their ability to develop, implement and improve effective health and safety management practices at a strategic level, while ensuring day-to-day application remains practical and aligned to organisational goals.
Regulated by Ofqual and awarded by ProQual, the qualification is competence-based and assessed through the creation of a portfolio of evidence. Candidates must demonstrate achievement against the learning outcomes and assessment criteria across all mandatory units. Evidence can include work-based projects and reports, professional discussion, observation, witness testimony, questioning records, and recognition of prior learning where appropriate.
Candidates complete all five mandatory units, covering:

Risk-based safety management systems – developing and implementing ISO-aligned occupational health and safety management systems, evaluating strategic risks, and communicating risk effectively.

Safety culture, sustainability and global impacts – understanding how global factors influence safety culture, integrating health and safety into sustainability strategies, measuring safety performance, and addressing psychological health.

Digital technologies and incident investigation – evaluating digital change in health and safety, applying risk assessment approaches to a range of hazards, and using robust causal analysis to prevent recurrence.

Development as a strategic manager – strengthening strategic leadership capability through reflective practice, personal development planning, and professional development records aligned to CPD expectations.

Establishing business risk management processes – embedding risk governance, continuity planning, and effective evaluation methods to strengthen organisational resilience.
There are no formal entry requirements, though centres are expected to complete an initial skills and knowledge assessment to identify any gaps and support planning. The qualification is approved for candidates aged 19+. Assessment decisions are internally assessed and verified by the centre, with external quality assurance completed by ProQual verifiers. Successful candidates receive certification for the full qualification, with unit certification available where not all units are achieved.
