About this course

The NPORS N304 Cable Avoidance Tool category covers the safe use of a cable avoidance tool and signal generator, universally known as a CAT and Genny, to locate and trace buried services before and during excavation. It sits inside the wider process HSE set out in HSG47, Avoiding danger from underground services: get the plans, locate and mark what is there with a locator, and then dig safely as though a service may still be present.

Utility strikes injure people badly and cost a great deal. An electricity cable struck by a breaker point or an excavator tooth produces an arc flash that burns, a gas service releases into an excavation, a water main floods it and a fibre duct closes a business park for a week. What makes strikes preventable is that almost all of them involve one of the same handful of causes: plans not obtained, plans obtained but treated as accurate, the locator used in the wrong mode, a sweep done too quickly or in one direction only, a plastic pipe that was never going to show up, or a marked service that got dug through anyway because the machine was in a hurry.

The day works through all of that. Reading utility drawings and understanding what they do and do not tell you. The instrument itself: daily function checks, battery and calibration status, and the difference between passive detection in power and radio modes and active detection using the signal generator to induce or directly connect a traceable signal onto a service. Sweeping properly, in two directions, at a controlled pace, and marking what is found. Depth estimation and why it is an estimate. Trial holes and safe digging practice, including hand digging and insulated tools near services. And the discipline of re sweeping as the dig goes deeper.

Who should attend?

Groundworks and civils contractors, utilities, drainage and telecoms gangs, highways teams, landscaping and fencing contractors, piling and foundation crews, arboriculture teams grinding stumps near services, engineers and setting out staff, and site supervisors and managers who sign off permits to dig. Because six can sit it at once, most companies put the whole gang through rather than the one person who owns the locator.

Entry requirements. You should be at least eighteen, physically able to walk a search area carrying an instrument, and able to follow spoken and written English well enough for the theory test, though an interpreter or a reader can be arranged on request. No prior card is required. Tell us at enquiry which locator and signal generator you use and whether you have current utility drawings for the area we will work in, because the practical is built around both. For the version of the card that carries the CSCS logo you need a CITB Health, Safety and Environment test pass at Operatives level taken within the last two years, which we book for you.

Method of assessment

How the N304 cable avoidance tool test works

NPORS assess the category by theory test and practical test. The practical is carried out on real ground with a live search area, because sweeping a car park with nothing under it proves nothing.

Tell us how many people, where, which instruments you use and whether you have drawings for the area. Six sit the course with one instructor. We quote per group.

2. Pre course check

We confirm the equipment and the search area for the practical, agree whether you need the CSCS logo version of the card, book the CITB test where it applies, and take the details NPORS need.

Classroom on HSG47, the instrument and its limitations, then practical sweeping, tracing and marking, and a hand dug trial hole where the site allows.

The NPORS theory test covering legislation and HSG47, plans, instrument function checks, detection modes, limitations, marking and safe digging.

You carry out the function checks, sweep the area correctly in the appropriate modes, trace and mark a service, explain the depth reading and its limits, and describe or demonstrate safe digging, assessed against the NPORS test specification.

We register the pass with NPORS and apply for your card, carrying the CSCS logo where you hold a current CITB Health, Safety and Environment test.

After the course

The CAT does not give permission to dig

The most dangerous outcome of cable avoidance training is an operative who now believes the instrument. A clear sweep means nothing was detected, which is not the same as nothing being there. Plastic water and gas services carry no detectable signal unless a tracer is fitted, deep services can be missed, congested ground gives confusing responses and a locator with a flat battery or a knocked calibration still lights up cheerfully. HSG47 is built on the idea that the plans, the locator and safe digging practice work together, and that you dig as though the service is present regardless.

The other practical point is who holds the instrument. Many sites buy one locator, give it to the engineer and assume the gang is covered. The person who needs to know is the one with the breaker or on the machine. Putting six people through at once, including the operator and the banksman, changes what happens at eight in the morning when the engineer is on another job.

N304 Cable Avoidance Tool FAQs

The cable avoidance tool is the hand held locator that detects signals radiating from buried services. The signal generator, universally called the Genny, applies a traceable signal to a service either by induction from the surface or by direct connection, so the locator can follow that particular asset along its route. Used together they find far more than the locator used on its own.

Not on its own. A plastic water or gas service with no tracer wire carries no signal to detect, and this is the limitation that catches people out most often. That is exactly why HSG47 treats plans, locating and safe digging practice as three parts of one process rather than three alternatives.

The NPORS test sheet gives a one day novice duration with six candidates and one instructor, and the same maximum of six on a refresher. We confirm the length when we quote.

Not on the NPORS test sheet we work from. N304 shows a novice course and a refresher, each with a maximum of six tests, and no experienced worker figure.

It depends on the client. Some utilities and their principal contractors specify their own scheme or their own accreditation for work on their network, rather than accepting a general cable avoidance card. Tell us who you work for at enquiry and we will be straight with you about whether the NPORS category is what they are asking for.

Yes, and it is better. Function checks, mode selection and accessories vary between models and generations, and people should be trained on the instrument that is in their van. Tell us the make and model at enquiry.

Everybody who digs, not just the person who owns the locator. Machine operators, breaker users, banksmen, groundworkers and the supervisor who signs the permit all benefit, and six places is usually enough for a whole gang.

What you are paying for is the instructor, the registered tester and the machine time, so the figure turns on four things: the category, which route your operators need (novice, experienced, conversion or refresher), how many people are coming, and whether we run it on your site or at one of ours. It is also why a squad works out considerably cheaper per head than sending operators out one at a time.
