Your legal duty
The law behind child safeguarding awareness training
The Children Act 1989 and the Children Act 2004 provide the statutory framework for child welfare and for co-operation between agencies to safeguard and promote children's welfare. Organisations working with children build their safeguarding policies on that framework.
Sector guidance sits on top of the legislation and is often what an inspector actually checks: for schools in England, statutory safeguarding guidance is updated regularly, so your designated safeguarding lead should be the reference point for the current version rather than any training course.

Requirements vary by sector and role, and are set by statutory guidance as much as by the Acts themselves. Awareness-level training is the standard baseline for anyone in contact with children.
No. This is awareness level. A designated safeguarding lead needs specific, higher-level training for that role.
Report it anyway. The course is explicit that certainty is not the threshold, and that it is not your job to investigate or decide.
