About this course
The NPORS N604 Grass Cutters and Mowers category covers the pedestrian and ride on machines used to cut grass across parks, sports grounds, cemeteries, housing land, schools and university estates, highways verges, private estates and construction sites. It takes in rotary and cylinder mowers, out front and mid mounted ride on machines, and the flail and mounted arrangements used on rougher ground, along with the checks, the technique and the site awareness that go with each.
The reason mowers need training is not complexity, it is familiarity. People assume they can operate one because they have cut a lawn. The serious incidents come from slopes, where a ride on machine slides or overturns, from ejecta, where a rotary deck throws a stone or a piece of metal a long way across a car park or a footpath, from reversing, where the operator cannot see behind a machine on public ground, and from maintenance, where somebody reaches under a deck that is still turning.
Two days works through the machines and the ground together. Pre use and daily checks, deck and blade condition, guards, the operator presence control and the parking brake. Setting cutting height and understanding what the machine can and cannot cut. Slopes: assessing a bank, working up and down or across depending on the machine, wet grass, soft edges, ditches and culverts. Working around trees, furniture, headstones, kerbs and play equipment. Ejecta and exclusion distance, direction of throw, and what to do when the public walk into the cutting area. Then refuelling, cleaning down and leaving the machine safe.

Who should attend?
Local authority parks, cemeteries, highways and housing teams, grounds maintenance and landscaping contractors, schools, colleges and university estates, sports turf and golf course staff, private estates and farms, facilities management teams, and construction and civils sites maintaining compounds and landscaped areas. It is the standard ticket for seasonal grass cutting staff, who are usually taken on in spring and put straight onto a machine.
Entry requirements. You should be at least eighteen for the card to be issued as a plant category, fit enough to mount and dismount a ride on machine and to control a pedestrian machine on uneven ground, and able to follow spoken and written English well enough for the theory test, though an interpreter or a reader can be arranged on request. No prior card is required for the novice route. The category is about operating the machine on your own land, park or site: driving a ride on mower or a tractor and mower on the public road is governed separately by licence entitlement and we will flag it where your rounds involve road travel. For the version of the card that carries the CSCS logo you need a CITB Health, Safety and Environment test pass at Operatives level taken within the last two years, which we book for you.

The machines, the ground and the duties
- Health and Safety at Work etc. Act 1974 and PUWER 1998 as they apply to grass cutting machinery
- The manufacturer's handbook, machine types and choosing the right machine for the ground
- Components and controls: decks, blades, guards, operator presence controls, interlocks and parking brakes
- Pre use and daily checks, defect reporting and taking a machine out of service
- Slopes and stability: assessing a bank, direction of travel, wet grass, soft edges, ditches and culverts
- Ejecta: what a rotary deck throws, how far, and setting exclusion where there are people, vehicles or glazing
- Working on public ground: pedestrians, children, dogs, parked cars, footpaths, roads and signage
- Refuelling, battery handling, cleaning down and maintaining a machine safely with the blades stopped
On the machines
- Pre use and daily checks of the machines your team runs, including guards, blades and safety devices
- Starting, setting cutting height and engaging and disengaging the cutting deck
- Cutting a designated area to a consistent standard with a pedestrian machine
- Cutting with a ride on machine, including manoeuvring, turning and reversing with restricted visibility
- Working a slope safely, or recognising a slope that should not be cut with that machine
- Cutting round trees, furniture, kerbs and obstacles without damage and without losing control of throw direction

Method of assessment
How the N604 grass cutters and mowers test works
NPORS assess the category by theory test and practical test. The practical is built around the machines your team uses and, where we come to you, the ground they cut.
1. Enquiry and group
Tell us how many people, where, and which machines they run. Four sit the novice course with one instructor and one machine, six can sit the experienced worker test. We quote per group.
2. Pre course check
We work out who is a genuine novice, who is an experienced worker and who is due a refresher, agree whether you need the CSCS logo version of the card or the traditional NPORS card, check the CITB test where it applies, and take the details NPORS need.
3. Training
Classroom on the machines, slopes and duties, then the rest of the time cutting. On your own ground we use your machines, your banks and your awkward corners.
4. Theory test
The NPORS theory test, open questions and multiple choice, covering legislation, machine components and controls, checks, slopes, ejecta and public safety.
5. Practical test
You carry out pre use checks, cut a designated area to standard, manoeuvre and reverse under control, deal with a slope or explain why it should not be cut, and shut down, assessed against the NPORS test specification.
6. Registration and card
We register the pass with NPORS and apply for your card, with the CSCS logo where you hold a current CITB test, or as a traditional NPORS card for parks and estate work.

The bank that looked fine in June
Every grounds team has a bank that gets cut because it always gets cut. It is fine in dry weather with the right machine and the right line, and it is a serious incident waiting to happen after rain, with a heavier machine, or with somebody new who has never cut it before. The course gives operators a way of assessing a slope on the day rather than by habit, and gives supervisors the confidence to accept the answer when an operator says it should be left this week.
The other recurring theme is the public. A mower on a park, a verge or a housing estate is working in a space that nobody has closed off. Direction of throw, stopping when somebody walks through, and where the machine is parked when the operator gets off are the small habits that keep a routine job routine.

NPORS publish a two day novice duration, with four candidates, one instructor and one machine. Somebody already mowing regularly usually takes the shorter experienced worker test, which is normally a day, and a refresher is also about a day. We confirm the length when we quote.

For construction and most highways work, the CSCS logo version, which requires a CITB Health, Safety and Environment test pass within the last two years. For parks, estates, schools and housing work the traditional NPORS card is usually the right answer.
Usually yes, across more than one category. Mower, strimmer and hedge trimmer are the standard three, and we will plan the days so the round keeps running rather than taking everybody off at once.

What you are paying for is the instructor, the registered tester and the machine time, so the figure turns on four things: the category, which route your operators need (novice, experienced, conversion or refresher), how many people are coming, and whether we run it on your site or at one of ours. It is also why a squad works out considerably cheaper per head than sending operators out one at a time. We run NPORS courses across the UK rather than out of one fixed centre, and for most categories the better answer is that we come to you: your operators are assessed on the machine they will be using anyway, nobody loses a day travelling, and for a group it costs less.
